AFSPA to remain in force in 12 Arunachal's districts
NEW DELHI, May 06: AFSPA will continue to remain in force in 12 districts of Arunachal Pradesh for six more months on the ground of continuous violence, extortion and intimidation by insurgent groups.
The Union Home Ministry has said the security scenario in Tirap, Changlang and Longding districts along with areas falling under 16 police stations in nine other districts of the state remains vitiated due to the spill over of Naga insurgency.
Naga groups -- NSCN-K, NSCN-IM, NSCN-R and NSCN--NK -- along with ULFA-I and NDFB-S, continue to indulge in extortion, area domination, inter-factional rivalry in these areas of the state.
Tirap, Changlang and Longding districts and the areas falling within the jurisdiction of 16 police stations in nine districts bordering Assam are declared as "disturbed area" under section 3 of the Armed Forces (Special Powers) Act 1958 for six months beyond May 4, 2016, a gazette notification issued by the Home Ministry said.
There have been 24 insurgency related incidents perpetrated by Naga groups in the last six months in which three people have been killed and 24 militants arrested.
On March 27, 2015, the Centre had declared all districts of Arunachal Pradesh bordering Assam as "disturbed areas" under AFSPA. However, the order was withdrawn following strong protests from the Nabam Tuki government.
A revised notification was issued a few days later declaring Tirap, Changlang and Longding, along with 16 police stations areas in nine districts as "disturbed".
The state shares a 1,126 kms of the border with China and 520 kms with Myanmar. PTI
APCC to launch movement for ouster of Rajkhowa
ITANAGAR, May 06: Arunachal Pradesh Congress Committee (APCC) has said it has decided to launch rigorous democratic movement against Governor JP Rajkhowa and continue it until he was ousted from the State.
Alleging Prime Minister Narendra Modi's hand behind appointment of Rajkhowa as Governor of the State to "distort democracy, executive, Constitution, legislative and judiciary," APCC president Padi Richo in a press statement said that there has been no Indian laws and rules in Arunachal since the arrival of the incumbent Governor.
A total lawlessness has been prevailing in the State and the recent Tawang incident is the latest and glaring example of such state of lawlessness and disorder, Richo said.
"The Modi Govt. is murdering democracy and destroying democratic institutions from time to time. Whatever effort the central government is making to destroy democracy, Congress will not allow it to happen," Richo said, while expressing APCC's solidarity with INC chief Sonia Gandhi and vice president Rahul Gandhi.
Congress will not allow democratic institutions to be weakened or destroyed, Richo said and cautioned Modi Govt. not to try to frighten the party.
BJP trying to kill democracy: Tuki
ITANAGAR: While extending solidarity and support to the 'Save Democracy' rally organized by the Congress at New Delhi today, former Arunachal Pradesh Chief Minister, Nabam Tuki said "BJP is trying its best to kill democracy in one of the most democratic countries of the world. While on one hand Prime Minister Narendra Modi talks about cooperative federalism and on the other hand misuses the constitutional post of Governor to dislodge democratically elected state governments," Tuki claimed.
The CLP leader cited the role of incumbent Governor in the whole episode of dislodging his elected government without following democratic norms allegedly at the behest of Center.
Referring to the recent killing of two people by police at Tawang, the former Chief Minister questioned if the Governor would dare to recommend President's Rule in the state now that his mission of toppling the Congress government has been accomplished.
"What was the law and order problem then to recommend President's Rule? According to the Governor a 'mithun' was slaughtered. But now what? Innocent people have been slaughtered. Isn't it a more grave situation than the one felt fit for President's Rule?" Tuki questioned.
Tuki also came down heavily on the present state government under PPA for gross mismanagement of public funds and deteriorating law and order situation. He claimed government cheques of marginal contractors are not being paid, business transactions have dried up (banks are not even honouring individual cheques) while law and order has nosedived across the state with reports of police brutality, murder, abduction and missing people.
"Even government officers are feeling insecure. You never know when you will be suspended for not towing the line with the government," Tuki added.
Tuki further informed that similar rallies will be organized by the state Congress party in the districts and blocks to inform people at the grass root of the misadventures of BJP. The rallies would also highlight the people-friendly initiatives of the UPA government at the center and the successive Congress governments in the state.
He elaborated that the rally has been necessitated by the misadventures of Modi government, especially in Arunachal Pradesh and Uttarakhand.
NHIDCL taking up 25 road projects in Arunachal
NEW DELHI, May 06: National Highways and Infrastructure Development Corporation Ltd (NHIDCL) has taken up 25 road projects with a total length of 1000 km in Arunachal Pradesh out of which tendering of 12 roads have already been done and remaining are at DPR stage. It was informed by CMD NHIDCL Ashok Kumar when he called on Chief Minister Kalikho Pul on Friday to apprise him about the road projects being implemented by NHIDCL in Arunachal Pradesh.
He also informed that the Hayuliang-Hawai road is also ready for tendering.
A total length of 176 km of roads are proposed to be constructed during the current year in the state, the CMD said.
Meanwhile, the CM said that there should not be any compromise on the quality of roads and there should be periodical supervision and monitoring during the construction.
He also suggested that Hume pipes on construction of culverts should not be used and the open slab/box culverts should be constructed with proper design after the appropriate hydraulic study.
The CM further expressed his concern over poor maintenance of roads and suggested that NHIDCL should make proper arrangements for periodical and effective maintenance after the road is completed.
Pul requested the CMD to implement some projects in Arunachal Pradesh and to provide jobs to local engineers to which the CMD readily agreed.
He opined that there should be smaller packages of road works to engage local contractors. (PRO to CM)
Thongdok briefs MoS for Power on state's power scenario
NEW DELHI, May 06: Minister for Power, NCER and Research TN Thongdok briefed Union Minister of State for Power Piyush Goyel the overall power scenario and hydro power position of Arunachal Pradesh during a meeting at New Delhi on Friday.
The minister also discussed regarding solar power projects in remote villages of Arunachal Pradesh.
The MoS Power instructed the joint secretaries to treat Arunachal Pradesh as a very special state. He assured that the villagers in remote areas of Arunachal Pradesh will be distributed television sets under CSR from the Ministry of Power, Government of India.
Minister Thongdok also met Director, Technical REC SK Gupta and enquired about the RGGY schemes in respect of Tirap, Upper Subansiri, West Kameng and Changlang. He also discussed at length on the re-appropriation of fund within the State. Joint Secretary (Transmission) Jyoti Arora and Joint Secretary (DHPD) Archana Agrawal were present on the occasion.
Pul calls on Delhi Governor, seeks land for Guest House
NEW DELHI, May 06: Lieutenant Governor of Delhi, Najeeb Jung today, in principle, agreed to allot two plots of land for construction of Arunachal Guest House following a request to this effect from Chief Minister Kalikho Pul.
The Chief Minister called on the Lieutenant Governor, who also heads the Delhi Development Authority (DDA) here at Raj Bhawan for assistance in deputing a nodal officer to help identify and allot two plots of land, each measuring 8000 sqmts at North and South Delhi for construction of guesthouse, which would be an extension to the Arunachal Bhawan.
The CM said the new building would benefit students from poor family background who are unable to afford decent accommodation in the national capital. Also it would benefit aspirants of civil services and other competitive examinations for their accommodation in New Delhi for better access to good coaching institutes.
He mentioned that several aspirants from poor economical background had to abandoned their preparatory studies midway, as they could not afford cost of living in the national capital.
Further the Chief Minister said the guesthouse would be of help for patients coming to New Delhi for seeking advanced and specialized medical care.
Also officials of the Arunachal government have to visit New Delhi regularly to attend development meetings and for follow up of government programmes. In absence of adequate accommodation in the national capital, several officials had to find accommodations in the hotels, said the Chief Minister.
The CM told Lt. Governor that while there is an Arunachal Bhawan at Chanakyapuri for the visitors to halt, the available space is proving to be in sufficient to accommodate large numbers of visitors.

Governor unhappy with Arunachal Bhavan facilities in Navi Mumbai
ITANAGAR, May 06: Governor of Arunachal Pradesh JP Rajkhowa made an unannounced visit to the so called Arunachal Bhavan in Navi Mumbai on Thursday.
Visiting the Bhavan, the Governor expressed surprise that such valuable property (about 10,000 sq feet as reported by the Director USR, on the second floor of the ten storied building) has not been brought to proper use.
The Governor had a thorough look of the area and noted that the condition of the rooms and surrounding area is filthy, unhygienic and not fully completed and also there is a shortage of water and most of the basic electrical appliances are non-operational.
The entire second floor also doesn't belong to the Arunachal Pradesh government as reported by the Director of USR group and that while the small vacant room/area is seen which the builder explained has been kept for Arunachal Pradesh government and emporium, while there is a private restaurant running adjacent to it.
The Governor also expressed doubt as to whether the built up area for the Arunachal Bhavan is really 10,000 sq feet. He also noted that there is no signboard outside the building and also inside at the entrance to the Arunachal Bhavan portion of the second floor thereby making it difficult for the people coming from the State as well from outside to locate the so called Arunachal Bhavan. The Governor asked the builder to fix a big size board and also a signboard in the entry to the Arunachal Pradesh Bhavan portion immediately which he has agreed to do.
The Governor asked the Director USR group Sarain Zacharia to look into the matter and provide at least the basic facilities to the people without any delay as only eight rooms meant for the people of which are occupied by all cancer patients and their family members. Fortunately, there is a room reserved for the Government officer/in-charge of the Bhavan only with a single bedroom accommodation.
Presently there is neither a gazetted officer nor any other official from Arunachal Pradesh government to look after the progress on the matter stated above nor for to the patients suffering from the cancer and other of several diseases. There is also no vehicle provided for the patients and on the other hand neighbouring Assam Bhavan where the cancer patients only are accommodated has an officer of the rank of Joint Secretary as Deputy Resident Commissioner and is assisted by the other officials who liaise with the Tata cancer hospital and other hospitals and assist all other patients by providing them the transport at reasonable rates. They have a mini bus and also SUVs and other vehicles on the service of patients, most of the vehicles which are donated by the public sector companies due to initiatives of various authorities and of DRC.
The Governor suggested for posting of senior administrative and tourism officials from the State to expedite the process in establishing it into a useful facility to promote State Tourism and to provide accommodation to Government officials and general public, particularly patients from the State. The Governor wished that the State Government take necessary action immediately in this direction.
During the visit the Governor interacted with the patients from Arunachal, who are staying in the Arunachal House and undergoing Cancer treatment. He extended financial help of Rs.10000 each to all the ten patients present.
Later, the Governor also met group of students from the State, who in turn submitted a memorandum to them. The students informed the Governor through the memo that the Director USR has issued a notice to room occupant/ patients to pay the daily rent of Rs 1000 per seat although most of the family members of the patients lie on the floor of each room and the basic facilities are also not made.
The Governor asked the Director, Sarain Zacharia to charge only the reasonable amount as it is his duty as director of USR Company to provide support to help people of the state as part of its corporate social responsibility.
The builder informed the Governor that the permission of about 10,000 sq feet area by the Arunachal Pradesh Government was symbolically taken over two years back , i.e., without the completion of the required portion of the floor. The builder further informed that the plot of land for the 10 story flat which he has built up was handed over to him by the government of Arunachal Pradesh on BOT basis/lease for a period of 60 years. He also stated that the payment for the land and the construction of the Arunachal Pradesh Bhavan portion was done entirely by him as a part of the lease and the GOAP has not given any money to the company. On the query of the Governor, he also informed that he has got the permission for construction of office complex and only one floor which has been given to one jewellery firm. However this is subjected to verification. Governor asked him to submit the copy of documents on which he has been authorised to construct the building and rent out to various parties.
Zacharia has agreed to submit all the relevant documents pertaining to building to ADC accompanying the Governor by speed post.

ASUM requests for DRC
Meanwhile, The Arunachal Students' Union Mumbai (ASUM) has requested the Governor of Arunachal Pradesh JP Rajkhowa to post a Deputy Resident Commissioner at the Arunachal Bhawan Mumbai.
The ASUM made the appeal to the Governor during his unannounced visit to the Arunachal Bhavan, Mumbai on Friday.
In a release, the union informed that the Arunachal Bhavan is functioning without a DRC and other staff, while the patients are staying there since last two years.
The ASUM also stated that the USR Limited, the construction company of the Arunachal Bhawan has served a notice to the patients staying in the Bhavan of charging Rs.1000 per night for the room from June 1 next. The USR Ltd claimed that the company was in huge financial loss as APIDFC is yet to clear a sum of around Rs. 40 lakhs towards electricity, water and maintenance bills. In the meantime the patients and the ASUM members after getting the notice called up the Managing Director of APIDFC several times but could not get any response, added the release.
Governor takes up Marnya's case with his Maharashtra counterpart
ITANAGAR, May 06: The Governor of Arunachal Pradesh JP Rajkhowa has requested his Maharashtra counterpart Chennamaneni Vidyasagar Rao for the latter's intervention for a prompt and thorough investigation of late Marnya Doye case.
Rajkhowa, who is on a three-day official visit to Mumbai had called on the Governor of Maharashtra at Raj Bhavan, Mumbai on May 4 last.
The Maharashtra Governor informed that he has been personally monitoring the case and that break through is expected very soon. The Governor further informed that none of the family member of the victim lodged a complaint or FIR in the case so far. It could be done now, while police investigation into the case is proceeding in the right direction, he said.
Rajkhowa said that as large number of students from Arunachal Pradesh are pursuing their studies in the state, such incident is very disturbing for their guardians and relatives back home and requested for securing proper help, support and security. He further requested him to initiate steps to ensure security of people from the Northeast region living in Maharashtra. (PRO to CM)
Month-long skill development training prog on 'Tourism & Hospitality' concludes
ITANAGAR May 06: The month-long skill development and capacity building training programme on "Tourism and Hospitality" under the scheme of Border Area Development Programme (BADP) and Pradhan Mantri Kaushal VikasYojana (PMKVY) for the youths of Kurung Kumey district concluded at Department of Travel and Tourism Management (TTM) of Rajiv Gandhi Government Polytechnic, here on May 4.
The objective of the programme which stated on April 4 was to train the youths in tourism and hospitality sector. During the training programme the students were taught both theory and practical in the related areas. The theory was conducted at the institute and most of the practical classes were conducted by Yomgam Tours & Travels, Itanagar.
Addressing the valedictory function held at seminar hall of RGGP, Taba Tath, Head of Department in-charge and course coordinator of Travel and Tourism Management highlighted the importance of the training programme. While appreciating all those who were associated with the training programme for their help and cooperation, Tath expected more such training programmes in near future and wished trainees for their bright future ahead.
Expressing satisfaction over successful conduct of training, Er. Bamang Chai, District Project Coordinator, assured to associate with RGGP for such training progmmes in near future. He also suggested the trainees to use the knowledge gained from the training in true sense in their home town and follow 'each one teach one policy.'
D. Sedappa, principal in-charge also spoke on the occasion and suggested the trainees to utilize the knowledge they acquired during their training. The trainees also gave their feedback and requested the district coordinator to offer such opportunities to the youths in near future. Certificates were also distributed to the trainees.
'Pasighat qualifies for Medical College'
PASIGHAT, May 06: Pasighat has the manpower, infrastructure and the atmosphere for a Medical College, opined Dr. Bamin Tada, Director, Regional Resource Centre, NE Region, Guwahati.
While visiting General Hospital Pasighat, Dr. Tada recalled the challenges faced by the hospital during its early days. Though there was shortage of specialist doctors and equipments still everybody had given their best to earn the confidence of the public.
He was happy to see the same spirit and dedication of the young generation which enabled them to win the prestigious KAYAKALP award. Dr. Tada hoped that the same tradition will be maintained in the future too.
He hoped that the civilian terminal in the ALG will soon be available which will enhance the medical services.
For any kind of support regarding Quality Assurance services, the Director assured full support with technical know how. He hoped that together a model Hospital will be developed.
Dr. Kabang Lego, JDHS (HTRC) Pasighat said that the hospital has overcome many setbacks in the past. Kayakalp award is recognition to dedicated services of the hospital, he said, and appealed to all to lend support and co operation in maintaining a high standard in the hospital.
Dr. Lego also emphasized on the need of expert Hospital Managers for quality assurance programme. There is an urgent need of Accident and Trauma Centre, he said while informing that proposal has already been submitted for Casualty Block. The Incinerator installed at the hospital needs to be made functional, Lego said and appealed to the Director, RRC to take up the matter at the appropriate level.
Dr. Tada accompanied by a team of doctors/consultants from Assam and Arunachal Pradesh also visited OPD, Blood Bank, DEIC, NRC, SNCU , Labor Room, Laboratory and OT.

DC supervises flood preparedness in Lohit
TEZU, May 06: Lohit District Disaster Management Agency headed by DC, Danish Ashraf is keeping strict vigilance on rainfall related and other disasters in the district. He has directed all the outpost administrative officers to send hourly situation report to Disaster Management Cell, Tezu and instructed all the stakeholders to remain alert and prepared to respond doing emergencies.
He also urged the BRO authorities to maintain the roads between Tezu to Namsai and Tezu to Anjaw districts.
Temporary flood protection work as part of flood protection preparedness have been carried out in all vulnerable low lying and flood prone areas in Lohit with the help of Water Resources Department, Tezu.
The flood protection works were done on war footing at Durra river to protect Changliang village and PCL Colony under Tezu circle. Similar works were also taken up at various locations in the Balijan river to protect flooding of flood water to Dangku, Paya, Old Sunpura village under Sunpura Circle.
Sufficient stock of essential commodities and medicines has been maintained by respective departments.
Meanwhile, reports of major damages to transmission lines between Chongkam to Tezu and Chongkham to Wakro and Tafragam Durra Nallah M&S have been received from departments concern which has been further informed to the states government.
DDMO, Dam Chen Norbu also informed that three dwelling houses were damaged by hailstorm in the district on Apr 24 last and relief assistance has been granted to the victims. (DIPRO)
Festival of Arunachal in National Capital
NEW DELHI, May 06: The "Festival of Arunachal" will be celebrated on a "grand scale" every year on Arunachal Statehood Day in the national capital with allocation of Rs 18.6 lakhs for the celebration to be made annually.
Chief Minister Kalikho Pul revealed this in a meeting with delegates from Arunachal Students Union of Delhi (ASUD), when the latter had called on him here.
"The celebration will involve all sections of the people of the state residing in national capital region and all nearby states," said the CM.
He said the objective of the grand celebration would be to use the occasion to promote Arunachalee art, music, dance, crafts, handlooms etc to the national audience. Also the celebration could be used to promote Arunachalee talents in different fields, such as, sports, music, foods, handloom & handicrafts etc.
Further to bring feeling of oneness among the tribes of Arunachal, the Chief Minister urged for bringing out a common date for celebration of all Arunachalee festivals in the national capital, instead of celebrating it on different dates.
On ASUD's request to fund the publication of its annual magazine, the CM agreed to release Rs 5 lakhs and advised the students to focus on studies.
He urged them to not only look for white-collar jobs, but to explore other fields of study such as arts, music etc. The ultimate objective, said the CM, should be to pursue a career from which one could derive mental satisfaction.
He said he expects Arunachalee professionals to excel in every field so that back home people would be proud of them. It is for this very reason, the Chief Minister said that despite without any demand put forth by the student community, he had hiked students' stipend, release salaries of SSA teachers, hiked cash incentives for UPSC aspirants etc.
AAPUEA for continuing engineering wings
ITANAGAR, May 06: The All Arunachal Pradesh Unemployed Engineers' Association (AAPUEA) has reacted to the demand for merging of engineering branches of non-technical departments to its parent's technical departments by All Arunachal Pradesh Graduate Engineers' Association (APGEA). In its representation given to the chief secretary, it has demanded for continuing with the branches.
APGEA has submitted a memorandum to the CM with the demand as one of the points.
Referring to the demands to be of individual interest, it said that the demand if fulfilled will tarnish the chance of unemployed engineering degree and diploma holders to get employed.
Presently these wings employ not less than 800 engineers and staffs which are going to be affected, the association further added.
Orgs seeks relief for Bana fire victim
ITANAGAR, May 06: East Kameng Middle Zone Students' Union (EKMZSU) and Langdo-Rangmo Welly Waghe Weyo Youth Association on Friday appealed to the district administration to provide immediate relief to fire victims that reportedly broke out around 2: AM at Bana under East Kameng district on May 4.
The organisations claimed that ravaging fire had extensively damaged the house of one Tagora Degio and caused grievous injury to one Raban Rangmo, a SSA teacher, Feshi Rangmo, Raja Aza and Apa Langdo, Chowkidar at Govt Sec School Bana. It is said due to explosion of LPG cylinder both Raban and Feshi Rangmo got severe burnt. Victim Raban Rangmo had been evacuated to NEIGRIHMS Shillong while Feshi Rangmo had been admitted at Mission Hospital Tezpur. The injured victims were trying to douse the fire.
The organisations further appealed to the authority for recommendation of state bravery award for those who got injuries while trying to douse the fire. All belonging of fire victim Tagora Degio had reportedly been gutted down. It is said that due to short circuit the fire mishap happened. However, so far the authority is yet to ascertain the facts.
AR distributes solar lamps to villagers
KHONSA, May 06: Assam Rifles based in Khonsa provided villagers of Kothung, Nogna under Laju circle and Ngoithong under Deomali circle of Tirap district with 450 solar lights on May 6.
The villagers were given these lights under a joint effort of Assam Rifles and a Mumbai based NGO Eco Solutions run by Yatender Aggarwal.
Local govt staff of Papum Pare being targeted: APPDSU
ITANAGAR, May 06: The All Papum Pare District Students' Union (APPDSU) has claimed that the PPA led state government is targeting Papum Pare district indigenous government employees in the garb of transfer and posting and has warned to stop it immediately.
Otherwise reaffirmation of such act will have to be faced by the state government in near future, it said in a release.
Politicians indulge the government employees in politics for their political mileage or personnel benefits. But after getting the benefits, they throw them in dustbins, the union exclaimed also calling on the government employees to stay out of politics.
Meeting on Mission Indradhanush
ZIRO, May 06: The meeting of the District Task Force on Immunization was held in the office chamber of Lower Subansiri Deputy Commissioner, Kemo Lollen to review the performance of the first round of Mission Indradhanush (MI) and Switch and to coordinate and plan for second round of MI.
Chairing the meeting, DC Kemo Lollen lauded the efforts of the medical team in reaching out to the most remote places in the district and assured of extending all logistic support from his end. On learning that few ASHAs were non functional, he directed the ASHA nodal Office, Dr. R. Angku to furnish the list of non functional ASHAs immediately. On the lack of power back-up for the ILR and deep freezers and a cold chain mechanic, the DC assured to take up the matter. He also called for team effort from all the stakeholders to make such massive campaigns a success.
DRCHO, Dr. Derin Likar presented the facility wise performance of the first round of MI. The overall percentage of the district is 47.16 for children between 0-2yrs and 39% for pregnant women. Feedback from the monitoring team for MI was discussed in detail and corrective measures were adopted. He also appraised the chairman about the lack of power back up for the ILR and deep freezers.

DC convenes meeting with Tax & Excise officials
YUPIA, May 06: Papum Pare DC, Pooja Jain convened a meeting with all Superintendent, Inspectors and Assistant Sub-Inspectors of Tax and Excise Department of the district at her office chamber on Friday to discuss on proper maintenance of accounts book at Border Facilitations Centres.
DC also discussed problems and issues related to functioning of check gates at Gumto, Kimin, Banderdewa and Hollongi and called upon the officers to maintain proper records of all activities as per the recent instructions of Commissioner, Tax and Excise, GoAP.

Fish seeds distributed
BALIJAN, May 06: Free fish seeds were distributed to 170 fish farmers of Balijan and Tarasso by District Fisheries Department, Papum Pare on Friday.
While distributing the fingerlings to the beneficiaries of Balijan circle, ADC Balijan Chukhu Takar exhorted the beneficiaries to take full benefit of the fish distribution initiative started by the Govt.
Saying that fish farming activities are the back bone of rural economy, which provides sustainable income generation in rural and urban populaces, he advised the fish farmers to take up fish farming sincerely involving family members without depending much on Govt Job. He also informed that Govt will provide 25% subsidy for fish pond development cost.
In a bid to make fish seeds accessible to the fish Farmers, DFDO Nabam Tania reached at Tarasso in spite of heavy rain and road blockade in Papum river and distributed fish seeds to beneficiaries with the help of PRI leader Techi Sarda. DIPRO
Health camp conducted
ITANAGAR, May 06: A day-long long health camp was conducted for the students of Kurung Valley English School, Yarte by Manghi Welfare Society in collaboration with PHC Sangram run by Karuna Trust under its PPP programme on May 4 last.
In all 42 students were screened for diseases like worm trouble, anaemia, fever, cough, conjunctivitis, diarrhoea and general weakness by a team of doctors led by Sangram PHC incharge MO Dr. Rama Krishna Talukdar.
Enhance monthly rice quota
ITANAGAR, May 06: In a representation to the Papum Pare DC on Friday, 16-Tigdo Panchayat ASM has appealed to her to initiate early steps to enhance the monthly rice quota of the area's beneficiaries under National Food Security Scheme from 5 kg to 20 kg per head.
The ASM claimed that the monthly rice quota of a meagre 5 kg per head is insufficient to meet the beneficiaries' requirements. The beneficiaries used to get sufficient rice under APL & BPL schemes but under the NFS scheme the rice quota has been drastically reduced much to the distress of the beneficiaries who are solely dependent on the said scheme, he claimed.
Restrain from resorting to violence: Society
ITANAGAR, May 06: Condemning the brutal murder of Late Radhi Tallang, the Atu Hillang Charitable Society has appealed to the bereaved family members and societies to restrain from resorting to any means of further deteriorating of the law and order situation.
We have faith that criminals do not belong to any tribe, community and religion, it said in a release.
It also appealed to the law enforcing authority to deal the case with iron hand and give capital punishment to the culprits involved.
Mushroom training
ITANAGAR, May 06: A one-day training on scientific mushroom cultivation was held at Mushroom training centre, Raj Bhawan on Wednesday. Aimed at encouraging differently abled entrepreneurs and local unemployed youths to take up mushroom cultivation, the training was conducted by All Arunachal Pradesh Entrepreneurship Development Association (AAPEDA).
Director, sports and youth affairs, D K Dinglo and state mushroom development officer Chuku Kapa and other resource persons encouraging the participants to take up mushroom cultivation assured to extend all possible help.
Addl PCCF visits Moru Jaru Forest Reserve
BASAR, May 06: Additional Principal Chief Conservator of Forest (A&V) cum Special Secretary Environment and Forest, Dr. C.M Rao visited Moru Jaru Forest Reserve at Liromoba circle under West Siang.
Dr. Rao accompanied by Chief Conservator of Forest Central Arunachal Circle Pasighat, Millo Tago and Divisional Forest Officer, Aalo, Nyali Ete interacted with the locals of adjoining area of Moru Jaru Forest Reserve and discussed regarding proper maintenance of the reserve.
Addressing a gathering of local people of the area, Dr. Rao assured to provide assistance for the welfare of the forest dwellers of Liromoba circle.
Besides visiting Forest Nursery, Dr. Rao also inaugurated the RFO quarter at Liromoba and four units of bachelor barrack of the department at Bole village in presence of Public, PRI members and HODs of the Liromoba circle.
EAC Liromoba, Tamo Koyu expressed his gratitude to Dr. Rao and other officers of the forest department for visiting most interior part of the West Siang district.
Training under NULM commence
PASIGHAT, May 06: The training for the selected candidates for beauticians and IT/ITES under Employment through Skill Training and Placement under the scheme of NULM (National Urban Livelihood Mission) was formally inaugurated by Pasighat Municipal Council, ADC cum MEO, Rahul Singh on Friday.
The training is being imparted by All India Society for Electronic and Computer Technology (AISECT), a training partner of National Skill Development Corporation (NSDC), a Govt. of India undertaking.
Addressing the trainees, MEO Rahul Singh stated that, the Government has initiated the programme to fill the gap between the demand and the availability of local skills by providing skill training programme as required by the market. He exhorted all the trainees to take the training seriously and dedicatedly so that they can manage sustainable livelihood. The MEO also appealed to the trainers to develop proper modules so that the trainees are properly taught.
Area Manager, AISECT, Arunachal Pradesh, Paktin Bagbi informed that the society's top priority is job placement for the trainees after the training which has been tied up with various companies.
Municipal Secy., Tani Taloh informed that the objective of the programme is to provide skill training as well as to upgrade existing skills to the urban poor in form of skills for sustainable livelihood. The certified course can provide salaried jobs or self employment opportunities which will ensure inclusive growth with increased contribution of skilled urban poor to the National Economy, added Taloh. Don't allow misuse of fund
Chief Minister Kalikho Pul who is currently in Delhi meeting various central leaders seems to be making concerted effort to bring in more developmental fund to the state. Pul during his meeting with Prime Minister Narendra Modi appealed him to sanction Rs 12,000 crore for reconstruction of the disaster stricken state affected by the recent natural calamities. Centre has released Rs 66 crore as flood assistance from the National Disaster Response Fund (NDRF) to state as immediate relief. More funds under relief are expected to be released in months to come.
Rural Development ministry has also agreed to enhance the allocation under PMGSY during RE stage on the request of CM from Rs 468 crore to 1100 crore during the current year. There is no doubt that for years successive government at the centre has been pumping in huge amount of money. The problem starts once the money gets parked in the state exchequer. Politicians in connivance with the bureaucrats misuse the fund. Especially departments like disaster management and RWD is often in the centre of controversy. In the past several allegation of swindling of fund has been made against these departments. The fund meant for relief and rehabilitation is distributed to MLAs and their supporters, thereby depriving the poor and needy. Chief Minister Kalikho Pul should not allow such kind of corruption to take place under his nose. He has acquired reputation for being tough on wrongdoers. People of Arunachal have massive expectations from him.

Tawang incident was avoidable
Dear Editor,
This is regarding the killing of two innocent people due to the indiscriminate police firing at Tawang. There was an outright violation of human rights by the law enforcement authorities exceeding their power conferred by law. However, the illegality of the shooting is an entirely different issue to be resolved. The entire matter was blown out of proportion at the cost of two innocent lives. I hope they are brought to justice.
Looking back at the turn of events, the unfortunate incident was avoidable at all costs, as it began with lodging of an FIR against the monk who "supposedly defamed" the Abbot of Tawang Monastery. But is freedom of speech and expression not a fundamental right? I fail to understand why the Abbot did not issue a public statement regarding how such statements don't warrant a destruction of the Rimpoche's peace of mind or did it weaken a renowned practitioner's ideals. Is this the philosophy of Buddhism which Tawang boasts about? Or did personal interests overtake to see humane fallacies? Did one fail to discharge one's responsibility as a head of the Buddhist Sangha? Right now it is total chaos, neither is law and order in place nor does religion guarantee the peace at Tawang. It is during such difficult times I cannot help but remember late Tsona Rimpoche as he would have been the best person to answer my doubts about my religion.

Haste decision
Dear Editor,
Please give me a little space to place my view regarding the suspension of DC, SP and OC Tawang. At the very outset, I do feel pain for the loss of two young precious lives and can understand the stage through which family member of deceased must be passing.
But at the same time the suspension of DC, SP, and OC seems to be haste without proving them guilty. Deputy Chief Minister could have taken action against the officials after the report of magisterial enquiry committee. It seems that action has been initiated based on the one side theory. It might be possible that the situation was out of control and the authority left with no option resorted to firing as an act of self defense.
While going through the recent Ringside view article by Tongam Rina, we could analyze that situation could have been amicably resolved in most peaceful way by holding negotiation and talks.
But it seems that unscrupulous leaders of the locality have miserably failed to deal with the local people in order to bring peace in the region. Due to this ultimately DC, SP and OC became the scapegoat in the hands of powerful politician whereas the real villain behind the scene seems to be roaming freely.
Therefore, I would like to request our honorable Deputy Chief Minister to thoroughly investigate the case and book those responsible for the incident.
